Meet Serena Forrester – Supporting Southwestern Ontario Communities
At the Ministry of Rural Affairs (MRA), our Economic Development and Business Advisors play an important role in supporting the growth and resilience of Ontario’s rural communities. We are excited to spotlight Serena Forrester, who is part of MRA as the Economic Development and Business Advisor supporting communities across Oxford, Middlesex, Perth, Huron, Sarnia-Lambton, and Windsor-Essex.
A Passion for Placemaking and Rural Resilience
Although Serena grew up in the GTA, she spent much of her childhood on her family’s hobby farm in Grey County. Her grandparents – who immigrated from rural Italy – kept their agricultural traditions alive, sparking her interest in rural culture and identity. This influence led Serena to study the rural immigrant experience in graduate school at the University of Guelph. Her research there and the connections she made with rural immigrants inspired her to continue her work in rural placemaking and community resilience.
Serena joined the Ontario Public Service in 2022 as a Policy & Program Assistant in the Trade and Investment Unit before moving into her current role as an Economic Development and Business Advisor.
Current Projects and Initiatives
Serena is leading the update of the Community Attraction & Retention Toolkit – an important resource that supports municipalities and organizations assess their strengths, identify challenges and plan initiatives to welcome newcomers, residents and workers.
As well, Serena supports the distribution and training for MRA’s Analyst Data Tool, across the province including training that helps clients use local data to guide their planning and decision-making.
Looking ahead, Serena is working closely with community partners to deliver the upcoming Municipal Agriculture, Economic Development & Planning Forum that will take place in Perth County on September 28 & 29, 2026.
